The fill handle is missing because AutoFill is not turned on.
Cause:
AutoFill is not turned on.
Solution:
Select 'Options...' from the 'Tools' menu, click the 'Edit' tab, and select the 'Allow Cell Drag and Drop' check box to turn AutoFill on.
1) Select the 'Tools' menu and select 'Options...'. (The Options dialog box appears.)
2) Click the 'Edit' tab.
3) Select the 'Allow Cell Drag and Drop' check box in the 'Settings' group.

4) Click 'OK'.
NOTE: If an entire row or column is selected, the fill handle is displayed at the lower-left corner or the upper-right corner of the first cell of the selected row or column.
